The stated premises are: art provides deeper self-understanding; art presents universal meanings that people from different backgrounds can relate to; and more artists should engage in activist art, in order for them to address contemporary social and political issues using their talents. The implicit premises are: 1) art is the language of the human soul and 2) even those in the margins have a capacity for making art and making sense out of art. In essence, even the poor have art in their hearts. These premises are relayed to the rhetorical strategies used in the article. ... ough† and â€Å"poor† are repeated twice in this statement, as well as the word â€Å"African American.† This statement effectively shows that minority groups have rougher lives than the white population, because there are fewer economic and social opportunities for them. Because of these rough lives, they can also easily slide back to poverty, even when they have escaped it earlier in life. For instance, many of these women in the article, when they lost their jobs, husbands, or homes, declined from middle class status to lower class. The older they get, the more vulnerable they are, because society views the old as dispensable beings. As a result, an old African American woman is exposed to the greatest risk of being homeless and poor. This article also made successful employment of emotional appeals, without sounding naive or sentimental, and instead, they underscore the universal feelings, dreams, and fears of people, whatever their race, age, gender, and soci al class might be. Fulmer discloses how these women’s art will also emotionally affect her: â€Å"The act of creating the artwork meant permitting myself to feeling vulnerable to their experiences that may hurt, twist, turn, and otherwise impact my own personal psyche.† She is saying that when these women become vulnerable, she becomes vulnerable too. They open their hearts, which opens hers in the process. When they go back to the past and remember their pain and suffering, Fulmer cannot help but identify with them, not because she has been homeless before, but because at different points in their lives, people also experience the same hopelessness and loneliness that homeless people feel. Student Learning Methods - Essay Example Learner-centered learning environments are founded on the principal that learning is an active process. Learning is an interaction between the student and text, involving the activation of prior knowledge and relating new ideas to preexisting schemata. Based on this paradigm learner-centered environments engage the student both personally and intellectually and provide the best method for meeting the needs of all learners. In teacher-centered learning environments, the more traditional and widespread approach, the teacher is viewed as the focal point and leader of learning. The teacher is the authority, leaving the students in the passive role as receivers of knowledge, rather than active constructors of that knowledge. That knowledge is finite and discrete. In teacher-centered learning the lessons are instructionally driven, leaving the students unengaged intellectually and emotionally. These traditional methods include memorization, completing worksheets, reading a text and answering predetermined questions - demonstrating knowledge of the "right" answer. In this form of learning there is limited activation of prior knowledge, and therefore students struggle to create personally significant meaning. This is because in teacher-centered learning the background, values and interests of the learner are nonexistent. The student is passively filled in with information, rather than engaged in his own learning process. Learning environments are controlled, organized and with an emphasis on independent seatwork. Lessons, classwork and homework are results-driven. This unresponsive and static approach also fails to meet the needs of special needs populations, because lesson goals and objectives are standardized, meaning students must adapt to t he methods oftentimes with some students unable to engage the teacher's attention to meet their needs. Assessment One of the most significant challenges in teacher-centered learning is in assessment. Using traditional methods such as standardized tests rather than qualitative measures, teacher-centered learning places the emphasis on performance and repetition of facts. It leaves little room for students to construct their own meaning based on their own experiences, cultural background, values and interests. This causes a mismatch between goals and assessment. For this reason, many times students can appear to understand material in one format, yet in another appear unsuccessful during assessments because of the focus on success rather than on learning. Characteristics of Learner-Centered Environments Theoretical Basis In learner-centered environments the student becomes the actor in his own learning, and therefore the teacher becomes the facilitator to that learning by designing learning activities which actively engage the learner. Teaching within NVQ the criteria is laid out for me as a teacher my role is to prepare the students to observe their performances, question them, and use assessment to make a decision as to whether my learners are competent or capable. I must also to ensure that the assessment meets the criteria and objectives of the NVQ qualification. We as the teachers/assessors want to know whether learning outcomes have been achieved, or if the student is of a standard required to pass and achieve the grade /qualification. It also helps me as the tutor up most to help determine the development the student needs during the course. Assessment is also a away to provide information on individual teacher or the institution. For example; are the teaching methods affective, are the learning objectives appropriate- are they too easy or to difficult. Assessment within my teaching domain comprises of different components, performances in the work places, the use of realistic working environment. With NVQ teaching we have specific criteria that must be covered and include skills as well as knowledge, we the assessors have the decision as to how and where the assessment takes place. NVQ level 1-2-3 hairdressing comprises of units which must be cover die, Level 3 consists of 53 credits minimum split into mandatory units -48 credits and optional unit of which is 6 credits to pass and obtain the qualification. NVQ assessment is usually internal or external or a combination of the two. These then tend to be verified by the centre internal verifier. I myself am required to set work that will improve practical skills knowledge and understanding. It’s my responsibility to guide learners on the evidence that is needed to be gathered to satisfy assessment. Within my course criteria (NVQ) we use formative and summative assessment as the main hold of the course. Unlike summative assessment which relates to assessment of learning, feedback relates to assessment for learning. These documents are updated by learner and teacher throughout the course and are used as part of the formal course assessment. Summative assessment is used for grading or within my teaching domain it’s a simple pass or fail. There is no reason why a teaching session in a hairdressing salon should not be video-taped or photo graphed and presented with by the teacher to explain whys/he did what, what happened, what was observed in a group or individual work. It’s a valuable tool for evaluation as well as valid evidence. It can be shared with mentor or other tutor to compare and evaluate work, to review Atcual teaching session also and assessment of students. I myself have used this and found it a good tool to be used. In regards to questions and feed back during assessment, It’s important to be specific on what can be improved and how. Effective feedback tells the student what they have achieved and where they need to improve. Questioning is used not only as a pedagogical tool but also as a deliberate way for myself the teacher to find out what knowledge and understanding the leaner’s have gained, also to helps myself the teacher see how successful my teaching has been and what areas need to be improved . Questioning is fundamental to effective teaching and learning. As stated by ( Fisher amp; Frey 2007) Checking for understanding through questioning should not be thought as a simple two step process but rather as a complex progression as the teacher formulates and then listens to the responses of the learners, IE making them from easy to hard and simplifying them for students own level of learning. Self and peer assessment can also be beneficial in feedback and evaluation on own and peers works. As state many academic teachers still tend to retain all ownership and power in the assessment process (Dorothy spiller teaching development wahonga Feb 2012 assessment matters). Self assessment is used during formative assessment which students reflects and evaluates their own work. Seeing their strengths weaknesses and areas they feel they need to improve, helps set self goals becoming more motivated. Self assessment within my teaching area requires the student to fill out self assessment feedback forms in relation to a practical activities carried out, this help them self –evaluate their work strengths and weaknesses. â€Å"SELF ASSESMENT WITH ITS EMPHASIS ON STUDENT RESPONAIBITIY AND MAKING JUDGMENT IS NECESSARY SKILL FOR LIFE LONG LEARNING â€Å"(Bond, 1995, P. 11,). If someone goes into my office or someone reads my email I feel violated and deprived of my rights. But the real question is, are these things my own to do with? Monitoring of employees at the workplace, either you side with the employees or you believe management owns the network and should call the shots. The purpose of this paper is to tackle whether monitoring an employee is an invasion of privacy. How new technology has made monitoring of employees by employers possible. The unfairness of computerized monitoring software used to watch employees. The employers desire to ensure that the times they are paying for to be spent in their service is indeed being spent that way. Why not to monitor employees, as well as tips on balancing privacy rights of employees at the job. First ill start off with talking about electronic monotoring. This as well has its pros and cons. On the good side electronic monitoring offers a huge advantage to the employee: it is objective. This benefits the employee because it provides an unbiased method of performance evaluation and prevents the interference of managers' feelings in a review. Electronically generated information offers uniform and accurate feedback on past performance. This means the evaluation will be strictly based on the quantity and quality of work, rather than on managers' opinions. Another advantage is providing feedback to employees on their work performance. Instead of listening to a manager tell an employee how to do a job, one may review a tape to see exactly what they are doing wrong and judge the employees performance. In this case, monitoring is used as a tool to show employees their work habits and what they need to change to improve their performance. Employees generally like this because they can see for themselves their weak and strong points, and they can use the information to improve their work methods. The Choosing Essay by Liz Lochead

The Choosing Essay Marianne Lavery The poem â€Å"The Choosing† by Liz Lochead deals with problems of growing up and the issue of education through the two central characters, Mary and Liz. This poem is about two young girls called Mary and Liz who grew up together living an ordinary life. They were both intelligent and ambitious. They were best friends for years at primary school until they had the chance to go to secondary school and they went their separate ways to start their new lives. Later on in the poem they meet very unexpectedly on a bus years later. This really does show the reader just how much the two girls have change from primary school. In stanzas 1, 2 and 3 the poet Liz Lochead has emphasized the similarities between the two girls by describing their appearances. They both had the same â€Å"mouse-coloured† hair which suggests they are ordinary. Also they were polite, smart and proud. The poet has used repetition by saying how â€Å"equally proud† they are. This emphasizes the similar attitude the girls had towards their education. Alliteration has also been used. â€Å"Collins’ Children’s Classics†. Stanza 4, describes how their lives took different paths. Mary moved because of cheaper rent somewhere else and Liz stayed where she was, in her hometown where she grew up. Mary’s father had a very bad attitude towards girls’ education and he is also sexist. He didn’t believe in high school education especially for girls or in forking out for uniforms†. Marys family had also financial difficulties according to the poet. The final three stanzas shows that ten years have passed since the two girls went their separate ways but they find their selves sitting in the same bus as each other. However this time as they meet, Mary does not recognise Liz. Mary is sitting next to her husband â€Å"who is tall, curly haired a nd has eyes only for Mary†.

Comparing and Contrasting Cartoons Essay

Both of the following two texts, a cartoon strip and an extract from a memoir, share similarities and differences regarding the theme and context, audience, purpose as well as certain formal and stylistic features. The first extract is a cartoon strip written in 1986 by Cathy Guisewite. The cartoon features four panels with three female characters with narrations and speech bubbles to emphasize dialogue and the message regarding women’s rights and sex stereotyping. The context of the cartoon is to show the inequalities between genders. This is evident, when the women begin to associate boys with certain stereotypes such as â€Å"strong† and â€Å"tough†. Therefore indicating that women and girls today are portrayed to be the opposite. The first example of sex stereotyping is seen in the first panel of the cartoon when the first women asks the mother â€Å"is it a boy or a girl?† with the mother responding, â€Å"This is our baby’s chance to get to meet people totally free from sex stereotyping.† Therefore indicating that the mother is against sex stereotyping. Another example of sex stereotyping is featured in the second panel when the woman begins to associate boys by certain stereotypes such as phrases â€Å"look at that strong fist† and â€Å"mischievous sparkle†. The use of these phrases further emphasizes the fact that even today boys and girls are associated with certain words in order to define them as human beings in our society today. This stereotyping is continued even into the third panel of the cartoon when the woman yet again begins to use stereotypes by using the phrase â€Å"what a kicker! You have a tough strong.† The strong use of the emanata in order to emphasize the strong emotions shown by the mother is used in the last speech bubble of the third panel when she angrily replies, â€Å"Girl, she’s a girl! A tough strong girl.† This outburst is quite important in the cartoon as it shows that the mother has had enough with gender stereotyping. This is shown by the strong use of emanata and by simply looking at the drawing of her angry and annoyed facial expressions. The use of the words â€Å"tough, strong girl† indicated that boys are not better than girls and that we are all created equal. This phrase is significant as it shows the mother speaking out for what she believes in, and standing up to women’s rights and gender stereotyping. The final panel is quite ironic due to the fact that as the reader, we would tend to think that after the mother’s outburst there would be no more use of stereotyping. However, it continues again with the women using the word â€Å" precious† to stereotype the little baby girl. The annoyance of the mother is emphasized by her facial expression at the end. This cartoon would be aimed towards a younger or middle-aged generation since it is being represented in a picture cartoon form and would probably be published in newspapers or magazines. The purpose of the cartoon is to influence the issues such as gender inequality in today’s society. The cartoon uses cartoon narrative throughout in order to question societal norms. Throughout each panel captions are used with different font sizes. The font being expressed in all capital letter along with the punctuation in order to emphasize the tone. The writing style consists of short dialogue and the cartoon seems to be used in a more generic perspective in order to create the effect of the cartoon being for entertainment as well as intellectual purposes towards the reader. The second text is an extract from a memoir by Shusha Guppy, â€Å"The Blindfolded Horse, Memories of a Persian Childhood†, written in 1988. The beginning of the memoir starts by the introduction the Shusha Guppy’s birth using the first person perspective. This is evident by the use of certain words such as â€Å"my mothers† and â€Å"my sister.† From the beginning of the extract the reader can instantly notice what the role of women in Persia used to be. This is evident by the use of the phrase â€Å"Sufficient unto women is the art of producing and raising sons as brave lions.† Therefore showing that a women’s main role in society was to produce children and to raise them. This therefore emphasizes what the roles of wome in Persia used to be. The theme of gender discrimination is also used in certain parts of the extract. This is apparent when Guppy is describing herself being born and uses the thought of her father having â€Å"preferred a boy, as men always did in those days† in order to reinforce the theme. The hardships faced in Persia before the changes towards gender equality and women’s rights took place is evident when Guppy expresses the opinion of her father by using the quote, â€Å"Not because boys are better, but because women suffer more.† Therefore indicating that before the changes took place in Persia there was once a distinct difference in terms of rights and equality between men and women. The use of the word â€Å"more† could also indicate the cultural, social or religious positions regarding the women in Persia. The extracts focuses on the new and changing Persia and the fact that women were now created more equally to men. This is evident by the abolishment of the veil, let women becoming emancipated, and their opportunity’s to be able to go to school and university as well as them being able to take up new professions. However, the text also focuses on the fact that many people in Persia had â€Å"found it hard to accept these improvements and to adjust their attitudes.† The use of the word â€Å"attitudes† is perhaps used to show that there is mixed opinions regarding women’s rights. Therefore showing that there is a slow pace of social change despite political change. The memoir mainly focuses on the message and theme of the changes regarding gender inequality in Persia told through the eyes of a young Shusha Guppy who was very much involved in politics. This is evident by the use of the phrase â€Å" I caused my parents endless trouble with my radical adolescent politics† as well as the phrase â€Å"at this time of birth. It was perhaps written on my brow.† Therefore emphasizing Shusha Guppy’s strong willed character and passion for politics and human rights. The memoir seems to be aimed perhaps as well at a younger generation and could be published in books or magazines in order to re-enforce the changes regarding gender equality in Persia. Towards the end of the passage, the use of the phrase â€Å"her life is elsewhere† said by the fortune teller, is very effective as it shows that Shusha Guppy’s life will be different and that perhaps she wont have to face the problems caused by gender inequality in her country. Both texts are similar in terms that both the texts are written by women and share the same message in regards to its female point of view. Both discuss gender labeling, women’s rights and sex stereotyping as well as its implications. And suggests the societal norms for genders and rights from birth. Both the excerpts also share a similarity in regards to female points of view, despite differences in voice, being the omniscient versus first person. The purpose of the authors in the two texts seem to be the same as they both hind that society in changing, however the social norms take longer to change. Both excerpts are also from the same time period. The cartoon strip written in 1986 and the memoir in 1988, therefore indicating that the two texts could share the same opinion since there is not a long difference in time since being written. Both texts seem to share the theme of â€Å"destiny† and the message that just because one is born a certain gender she or he has to follow a certain path, this evident in some words such as â€Å"travel† which suggests the skepticism in the mother’s voice, despite being a women. This shows that she believes in the destiny of women. Both texts also have some differences between them. The cartoon for instance is written in a cartoon narrative whereas the memoir is written in first person narrative, however both seem to question the societal norms. In terms of stylistic and formal features the cartoon is entirely different as it makes use of different font sizes and punctuation in order to emphasize the tone. This is evident when looking at the speech bubbles, and captions as well as the emanate, which is being used in order to indicate certain signs of emotion. The settings of the two texts also seem to be different. The cartoon perhaps set in a more western world, whereas the memoir is given a specific location and is set in the Middle East. This is done perhaps in order to illustrate the similarity across culture. Writing style is also one of the major differences between the two texts. The cartoon consists of short dialogue throughout, versus the memoir which features more of a reflection/retrospect with embedded dialogue throughout. Both texts also have different effects on the reader. While looking at the cartoon it was mostly probably created for entertainment purposes due to the pictures, whereas the memoir is more personal and informative as it gives an insight into the life of an actual person. Perspective is also one of the traits that seems to be different, with the cartoon having a more generic perspective whereas the memoir is more personal. Therefore, in conclusion, both the presented texts share some similarities and differences in terms of the context, audience, purpose as well as the stylistic and formal features. Both effectively share the same opinion regarding women’s rights and positions in society as well as the view of gender labeling and it’s implications. However despite their similarities, there are differences present such as the differences in their stylistic and formal features. However, regardless of their differences both the cartoon and the extract of the memoir effectively convey the theme of how gender inequality is an important issue which is still lacking in our world today

To the Persians, kidnapping was not an indirect act of war since they believed â€Å"that no young woman allows herself to be kidnapped if she does not wish to be† (1.4). Therefore the Persians believed that Helen wanted to be with Paris and that the attack on Troy was the first act of aggression that led to the Greeks being the enemies of the Persians. Herodotus states that he does not want to pass judgment on who is to blame and only wants to state the facts from his knowledge of why the Greeks might have been treated unjustly and for the occurrences of the many wars (Herodotus 1.4). As most people know from Homer’s Iliad, the Trojan War occurred when Paris a Persian prince kidnapped Helen, and the Greeks went to Troy to claim her. What Herodotus tells us that the Persians claimed happened is that it was the Greeks who started the unjust acts of kidnapping by taking Medea, the king of Persia’s daughter. To the Persians, kidnapping was not an indirect act of war since they believed â€Å"that no young woman allows herself to be kidnapped if she does not wish to be† (1.4). Therefore the Persians believed that Helen wanted to be with Paris and that the attack on Troy was the first act of aggression that led to the Greeks being the enemies of the Persians. The term implies that sometimes conventional medicine is used as a primary tool and also a non-invasive, non-pharmaceutical complementary technique is used as a supplement when needed. Complementary medicine has become an increasing feature of healthcare practice, but there still remains some confusion about what exactly complementary therapy is and what position the techniques included under this term should hold in relation to conventional medicine. Complementary therapy is based on the interaction between the mind, body and the energy systems combining them; this holistic approach to healing is found useful for the treatment of many conditions, such as asthma, migraine, insomnia and stress. Reflexology, acupuncture, massage and reiki are some popular examples of holistic complementary therapies. Complementary therapies fall into four main types of therapy; 1. Hands on, body manipulation therapies like acupuncture. 2. Energy based therapies like reiki 3. Mind body interaction therapies like EFT 4. Therapies based on other systems Patients or carers don’t have to have a particular health need to use complementary therapy. Holistic – Holistic therapy is a generic term for any treatment/therapy session that is intended to treat the individual as a whole on all levels – mind, body and spirit. Most complementary or alternative therapies could be regarded as holistic. Alternative – When an alternative medicine or therapy is used alone or instead of a conventional medicine, it is called alternative. Complementary – When treatment or therapy is done alongside or in addition to conventional medicine, it is referred to as complementary medicine as the two practices complement each other. -Describe the why the use of complementary therapies is on the increase and why this is the case The use of therapies such as reflexology, acupuncture and herbal medicines has rapidly increased over the last two decades and is now used by around six million people a year. Britons spend ? 130m a year on complementary treatments and it is estimated that this will exceed to more than ? 200m over the next four years. Recent surveys found that using such therapies was especially strong among women aged between 35 and 54. 29% of the people interviewed had received some form of complementary and alternative medicine over the previous 12 months, with a very wide range of therapies being used. Compared to previous surveys in the UK there is an increasing use of complementary and alternative medicine, with over 75% still being provided outside the National Health Service, indicating that the general population is willing to pay for these treatments. Evidence suggested that integrated medicine – medicine in which conventional and complementary approaches are combined – is more cost-effective than conventional medicine alone. The survey reported that the most used therapies, in order, were aromatherapy, reflexology, massage therapy, acupuncture, chiropractic, herbal medicine and relaxation. Usage ranged from just over 14% for aromatherapy to 9% relaxation. Complementary approaches may involve self-treatment or a practitioner. Of practitioner treatments reflexology was most commonly used. According to the survey, acupuncture, chiropractic and herbal medicine were chosen most often for a health reason whereas aromatherapy and reflexology were more commonly used for wellness and relaxation. It said common health problems were musculoskeletal, stress, women’s health and mental health issues such as anxiety and depression. Social economic; Your social class status can either hinder or promotes a persons access to complementary therapy. Your social class is divided into either categories with the lowest starting from one and the highest being eight. Depending on the social class of an individual is in, it will establish the wealth of that individual. From research on complementary therapies some treatments can be quite costly and most treatments vary. Most sessions normally last about 40-60 minutes at a time and depending on what treatment an individual needs depends on their circumstance, you ill normally need about 6-8 treatments. You social class can prevent you using complementary therapies as it can be expensive. Education; Whether an individual has been educated or the type of education they may receive can either influence of deter the use and access to the therapies available. Many individuals will visit their GP, who will then prescribe them with orthodox medicine according to their needs. Many people have not been educated and informed about the many other ways their health problems can be treated, lack of education hinders peoples access to the services available as they are unaware of the choices.

So its the sentence that your readers will notice first. They may not see your mistakes in spelling, and may not notice your mistakes in grammar, but they are likely to notice when you end your sentences too early or too late. Other mistakes are mistakes in formality, and may not disturb your communication. But a sentence represents a thought, and if your readers cant tell what your thoughts are, communication will be hampered. The basic rule is to end your sentence when your thought ends. You may have lots of thoughts tumbling on top of the other, but try to separate them for easy digestion. Put a period at the end of the thought, or if youre asking a question, put a question mark. Weve already cautioned against the overuse of exclamation points, but they are not toxic in small quantities. If the words dont make a complete thought, dont put a period after them. A real drag. Whats a real drag? I didnt tell you. So I shouldnt have put a period after those words. It wasnt a complete thought, and I shouldnt treat it like a complete sentence. In my opinion, its more common for your reader to become confused with too few periods than with too many. Too few periods forces your reader to separate your thoughts because you didnt. The other extreme is equally painful, though. I had a boss who put a period about every two words. He talked like that. He tried to be. Very calm. Paused every few words. For emphasis. But by using periods inappropriately, my boss lost the benefit of being able to tell his readers which thought was which, or when one thought ended and another began. Milosevic believed in the principle of divide and rule to further his goals. He turned to triggering nationalism and religious hatred to gain power. His first plan of action was to set fire to the long-standing tensions between Muslims and Serbs of Kosovo. The minority populace of Serbs (Orthodox Christians) was led to believe that they were being ill-treated by the Muslim majority. The purpose of triggering this conflict was to broaden Milosevic’s power by eventually taking control of the politically broken Kosovo. Kosovo eventually lost its independence and was taken over by Milosevic. His politically twisted motives led to violence and chaos in other parts of Yugoslavia as well. Slovenia and Croatia declared their independence from Yugoslavia in June 1991. This was not met well by the leaders and populaces of the mentioned states and led to civil war. Milosevic tried to regain control by sending his Serbian concentrated army to Slovenia however his attemp ts were fruitless. This failure led to Milosevic’s shift in focus from Slovenia to Croatia. Croatia was a catholic country with people from diverse ethnic groups residing there. It was however a pro-Nazi and anti-Serb state which followed policies of fascism underlined by the Ustasha party. In 1991, the independence of Croatia led to a tilt of the country’s orientations towards doctrines of the Nazi era which involved enactment of discriminatory laws against orthodox Serbs. The Croat state consisted of a minority Serbian population of 12 %. Milosevic, loyal to his people and oblivious to territorial boundaries, was aided by Serbian guerrillas in Croatia in its invasion. The constant bombardment of the city of Vukavor turned it to ruins. The might of Milosevic’s army was too much for the Croats to handle. The arms embargo imposed by the UN on all former Yugoslavian states was of little use due to the military might of Milosevic’s Serbian forces. To capture these emotion s, Bernini and Poussin incorporated a novel technique of using realism as a means to achieve the awe-inspiring effect so common to Baroque visual culture. In his 1998 book Italian Baroque Sculpture, Boucher highlights the fact that awe-inspiring effects such as â€Å"immediacy and mimicry, and the unexpected and the surprising were all prized by Baroque artists†3. ... It is for this reason that it became one of the most important aims of Italian Baroque sculpture to represent ‘flesh as flesh’†¦Ã¢â‚¬ 4 . While this quote focuses on sculpture, this emphasis on a realistic style was central to all Baroque visual culture. Combining realistic figures with the shocking imagery of a woman turning into a tree or a forgotten tomb in the middle of a field created these desired effects. Because realism is necessary for the effects of immediacy, unexpectedness, and wonder, realism was essential to Baroque visual culture and was skillfully incorporated into the works Apollo and Daphne and Et in Arcadia Ego. The most obvious effect in Bernini’s sculpture is one that is highly associated with Baroque visual culture: immediacy. In his article â€Å"The Element of Motion in Baroque Art and Music†, William Flemming describes this increased feeling of immediacy in Baroque culture by saying, â€Å"The Baroque period brought about a q uickening of the pulse of human affairs. It was an age of movement, activity, exploration. Time is of utmost importance. The strong national identity has still remained important within us and majority support Singapore to have a multi-racial society which allows for ethnicity and representation of ethnic identity. Social Integration cannot be achieved by holding a campaign or relying on the government implementation. It has to come from individual effort. Even though that there is a slight issue within these ethnic groups, we are still united and strong and able to fight against any destruction to protect our own nation. The recent SARs crisis, Fabric of Nation and National Day has definitely showed the strong bond between these four ethnic groups.

The Ageing Population in Mauritius Discussions Impact of aging population in Mauritius The first objective of this study aims to provide a thorough understanding of the actual impacts of aging population in Mauritius. Since old people retire from their jobs, the incomes they generate are reduced and thus they have to rely on pensions or insurances. Consequently, the aging population is very often faced with income security and poverty. Among the 80 questionnaires that were distributed, there were 18.5% of the respondents were above 65 years. This was a very significant number and was the second larger percentage after the age group of 20-35 years. Moreover, the Mauritius Statistics forecasts that 20% of the Mauritian population will be above 65 years by 2025. One of the main impacts of an aging population is that it increases the dependency ratio. There are relatively more people claiming pension benefits and less people working to pay taxes. With the ever-growing aging population in Mauritius, it is probable that this will cause problems in the future. Though 14.8% of the respondents still live with their grand-parents and 12.3% of them still help their grand-parents financially, the dependency on the pension benefits do not seem to decrease. Another impact is the increased Government spending on health care and pensions. In UK, the old age pension is currently  £113.10 per pensioners per week (Population Ageing Statistics, Rutherford) as compared to Mauritius, where the pension fund is Rs5, 000 per pensioners per month. Since the percentage of old age is said to increase to up to 25% by 2025, the Government spending will increase even more. Presently, the budget for old age health problems amounts to approximately Rs9.7 billion per year and with a promising and significant growth in the number of old people in the future, Mauritius is likely to face serious budget issues. As such, as demonstrated in table 4.5 in the previous chapter, 56.8% people have that working people should pay a token for the elders’ medical services. This gesture can remove a huge burden from the Government expenditure since people are not prepared to remove old age pension funds even if an alternative, such as building homes for the elder ly with all their required needs, is given to the old people as shown by the majority of people who voted ‘No’ to the suggestion. Moreover, an aging population directs to a shortage of workers in a country. Since the old people retire and live on pension, and there are lesser number of new-borns to eventually work to pay taxes, the country faces a lack of workers. Mauritius is not far behind from a shortage of workers. In this effect, 48.1% of the respondents thought that encouraging Mauritians to reproduce will solve the problem whereas 50.6% of them thought it would be better to hire immigrants to work here. Furthermore, since Mauritius will be putting a higher percentage of income into pension funds in the future, due to the increasing amount of old people, it could reduce the amount of savings available for more productive investments. Thus, leading to lower rates of economic growth. Impact of security budget on aging population The second objective emphasizes on the impact of security budget on aging population. With greater number of old people, comes greater expenses in terms of security. As of now, the Government is spending approximately Rs27.1 billion on social security solely in the year 2015 and as per our research conducted by the questionnaire, 38.3% people feel concern about this amount of expenditure only on social security. 76.5% of the respondents agreed that the well-off should be cut off from pension facilities. This is a considerable idea because the Government is spending way too much money on old people and getting nothing-in terms of finance-in return. Though many people (approximately 75.3% of the respondents) thought that the newly elected Government was right to increase old age pension from Rs3, 600 to R5, 000 in December 2014, a significant percentage (61.7) agreed that it was merely a political technique to gain votes. This increase in the pension fund has resulted in an increase of over 50% in the Government expenditure as compared in 2014. Over 186, 000 people benefit from the universal pension. The National Monetary Fund (IMF) has already sounded the alarm about the aging population of Mauritius that could jeopardize the national pension fund. The financial institution recommends an urgent review of the payment of this social benefit formula. As concluded by a Working Paper of the IMF entitled Pension Reforms in Mauritius; Fair and Fast Balancing Social Protection and Fiscal Sustainability, Mauritius’ old age pension situation is considered unsustainable in the long term. While now it amounts to 5% of the Gross Domestic Product (GDP), funding for different pension schemes should reach 11% in 45 years. The aging population is putting strong pressure on public finances. The number of people over 60 years will be 50% in 2050, whereas they represented 13% of the population in 2013. The result of expenditures on pension benefits, especially the non-contributory pension scheme will be exacerbated (Takoor, Petri, and Martin). If major reforms are not undertaken, the pension funds could cause a shortfall and could eventually be liability for the state especially when 79.0% of the respondents said they are not ready to further sustain the social security financially, besides their contributions in VAT and NPF. Problems faced because of gender in an aging population According to a study made by the UN organisation, women make up a significantly larger share of the older population. This is because women tend to live longer than men and thus rendering them more dependent on health care facilities and pensions schemes provided by their country. In 2014, Mundi calculated the ratio of females to males above 65 years old to be 66, 643: 45, 145 of the total population. The elderly dependency ratio was calculated to be 12.8%. Also, the UN found that older women experience some of the lowest literacy rates in the world. Average levels of illiteracy for women aged 65 or over are as high as 78% in Africa and 53% in Asia, compared to 58% and 29% respectively for men in these regions. This seriously impacts on the lives of the older women, preventing them from accessing health services, securing incomes, and moving out of poverty. Moreover, the fact that women’s life expectancy is greater than men’s means that health problems that increase with age, such as disability, affect a greater number of women worldwide. It is anticipated that the overall prevalence and severity of disability among older women will continue to increase, in line with the growing aging population and the higher proportion of women in the old age groups. For example, older women are more likely to suffer from blindness than older men, especially in low-income countries where 44% of cases are caused by cataracts. The greater the number of older women, the greater is the dependency on health care services. Furthermore, despite increased awareness of abuse, discrimination, and violence against women, concerns over the situation of older women have largely been ignored. Data on violence against women over the age of 60 is severely limited and research focusing on abuse of older women tends to be confined to developed countries and based on small sample sizes. Impact of sustainability on the level of protection of the old age The challenge for the future is â€Å"to ensure that people everywhere can grow old with security and dignity and that they can continue to participate in social life as citizens with full rights†. At the same time â€Å"the rights of old people should not be incompatible with those of other groups, and reciprocal intergenerational relations should be encouraged.†(United Nations, World Population Ageing 1950-2050, Population Division) Social protection of the old age approach has addressed the multiple interlinked global challenges of poverty eradication, environmental sustainability, and economic equity, and gender equality, equitable distribution of resources, human rights, and inequality. In Mauritius, though about 50% of old people do not take public transport, the latter is still free for people above 60 years old. However, about 21.0% find that this system should be abolished. Basic income security for people in old age is considered as necessary to avoid poverty among the old age. However, approximately 49.4% of Mauritians find that Rs5, 000 is a risk factor to the life of the elders. This amount of money is considered to be too much and can put the life of the elders at stake. Conclusion This chapter has discussed the various objectives of the research work together with the data that was obtained and calculated in the previous chapter, data analysis. As shown, some data obtained were in line with the objectives of this study. The next chapter will talk about the proposed recommendations. Recommendations and Conclusion Introduction In this chapter we will propose a list of recommendations of how the impacts of aging population can be minimised. We will also recommend ways in which the security budget can be controlled, how gender equality and equity can be ensured, and how to ensure a sustainability in the aging population of Mauritius. Housing for seniors: Elder friendly housing Specific measures can be taken to facilitate the development of retirement housing by the private sector, in particular, varying the length of land leases to lower land costs, to facilitate elders’ needs in terms of housing. Also, through a review of the Code on Barrier-Free Accessibility, the Government can consider introducing guidelines for the provision of accessibility and safety features in the homes for the elder people so that they have a more elder-friendly environment to live in. in this way, the elders will more likely have a healthy lifestyle and thus lessening the health expenditure for the Government. Stretching the workforce and working hours The participation rates of women and elderly people in the workforce should be increased to ensure more contribution is being brought economically to Mauritius. According to the Organisation of Economic Co-operation and Development (OECD), 49% of the people aged between 60 to 64 years old in USA are still gainfully employed. There are many ways in which a higher participation of the ‘young’ seniors (aged between 60 and 65) can be achieved. Among them, the most important are to correct the inducement of early retirement, reduce the period of entitlement to unemployment benefits, and eliminate high severance payment, extensive job dismissal protection as well as seniority principles. Also, by implementing new child-minding arrangements and more creative working time models and speeding up organisational reforms, the participation of women within the workforce can be increased. Additionally, the annual working and/or average weekly times can also be increased such that fewer workers have to work for more hours in order to compensate for a negative demographic effect on potential growth. Thus, a higher share of women will be put in the workforce and a greater number of part-time jobs will be switched to full-time positions. It will also require an increase in collectively agreed weekly working times. Migration Immigration can help to slow down the process of aging and shrinking of the population and mitigate its negative economic consequences. The younger, more flexible and better qualified the population, the more favourable the outcome will be. Mauritius should promote migration and set suitable migration policies where the policies do not only stop at identifying suitable immigrants but also help them integrate well into the society. It is also very important for Mauritius to promote harmonious race relations-which is not very difficult, considering the fact that we are ourselves a multi-racial nation. Better use of existing resources and adoption of new technologies. We can help people to stay active, healthy and autonomous by building age-friendly cities and â€Å"smart homes† that deploy a range of monitoring and supportive devices to help older people manage life more effectively. We can re-engineer health systems to focus on disease prevention and early screening, rather than on expensive intervention. With these measures, we will contribute to creating better quality lives for older people: lives that are also inclusive and sustainable. Preventing falls strategies Given the magnitude of this public health problem, policymakers should elevate falls prevention as a priority and support policies and programs that aim to reduce risk factors among older adult populations. This may be accomplished in multiple ways. For instance, increased funding may be provided to Area Agencies on aging for broader implementation of community-based falls prevention programs. Certain falls prevention strategies, such as home safety assessments, could also be integrated into existing senior outreach services and programs, such as Meals on Wheels. Enhance opportunities for physical activities among older adults It is recommended that policymakers enhance the opportunities for physical activity among the elders. Especially, they should implement policies and targeted strategies that support active living for seniors. This involves identifying and addressing the barriers that currently prevent seniors from participating in physical activities, ramping up education and outreach efforts, and promoting community-based programs that incorporate strength, endurance, balance, flexibility training programs. Some communities for elders offer other social benefits, such as peer interaction and support. This should be put into practice by all the communities for the elderly. Additionally, policymakers should support a broad continuum of programs, ranging from low to high intensity levels, available to people of all abilities, cultures, and ethnic backgrounds. 6.7 Additional benefits for additional years worked Some countries offer financial incentives to workers who keep on working even though they have reached their retirement age. Normally, the incentives are calculated on the basis of contribution period, for example, an additional day, month, quarter, or year worked after the retirement age. They can come be in the form of a single bonus payment or a percentage increase in the final pension. If Mauritius were to adopt this system, it will ensure more people working and thus more people paying the taxes. If the elders have lower pensions and reduced unemployment benefits, they will be more keen to work for longer periods of time so that they achieve a more satisfying and comfortable lifestyle for the time when they are not able to work at all. 6.10 Conclusion This research work has tried to highlight the impacts of the aging population and appraise what is being done the Ministry of Social Security, National Solidarity, and Reform Institutions to bring about a sustainable development in the aging population of Mauritius. With the decrease in fertility and mortality rates, life expectancy at birth has increased drastically. And despite this rapid aging population, it can be said that the Government, along with the concerned institutions, are striving to keep the population an economically productive and healthy one. To conclude we have also tried to formulate some suggestions which can be implemented in order to ensure that the aging population process stays in control and that Mauritius does not suffer or at least suffers the minimum impact of such a population.

Early Childhood Education: Impact on Cognitive and Social Development Essay

Abstract There has been a great deal of research conducted in the subject matter of early childhood education. During the preschool years, the human brain is growing rapidly and extremely sensitive to new information. Researchers have conducted studies in an effort to show a correlation between enrollment in early education and cognitive and social development. This paper will provide a brief overview of the results from the following: the Head Start program studies, the High/Scope Perry Preschool study, and the Child Parent Center in Chicago. This paper will also discuss the impact of childcare facilities on child development. The vast amount of research provided by these studies effectively shows an increase in cognitive development in the preschoolers that were enrolled and found that negative social behaviors were reduced as a result of early education intervention. The research indicates that all children exhibited signs of cognitive and social growth, but that underprivileged children were impacted the most. Child- care facilities were not as productive furthering childhood development. This paper will conclude by addressing the need of well-developed preschool programs and the need for well-educated teachers in the preschool environment. Keywords: early childhood education, preschool, cognitive and social development Early Childhood Education: Impact on Cognitive and Social Development Preschool is a term that defines early childhood education for children ranging from ages two through four years old. Preschool programs normally consist of federally funded programs, state and local preschools, and child care facilities. Preschool enrollment has increased dramatically over the last few decades. Approximately 75% of four year olds and 50% of three year olds are enrolled in a preschool center, which is a statistically significant contrast from 10% in the 1960’s (Barnett, 2008). Not only has there been an increase of children enrolled in public preschools, but also in private preschools (Barnett, 2008). This increase may be attributed to the need for childcare as the work force shifted from a single income to dual income household or the desire to equip children with the necessary skills to help them in their educational career (Barnett & Yarosz, 2007). Winter and Kelley (2008) reported that many early childhood teachers found that nearly one-third of their students were deficient in certain areas that were sure to hinder their educational success (p.260). There have been many studies conducted to try and define the impact of preschool on a child’s development. Researchers have studied Head Start programs across the country, the High/Scope Perry Preschool, the Child Parent Center in Chicago among others, and child care facilities. Early Childhood Education research has shown that preschool has an impact on a child’s cognitive and social development, with the greatest impact on minority and disadvantaged children. Developing Brain. Most parents and educators know that a child’s brain, from birth to approximately five years of age, is exceptionally vulnerable to the learning of new skills and concepts. Winter and Kelley (2008) state that the â€Å"neural connections or ‘synapses’ develop at a phenomenal rate during this time† which aids in developing a â€Å"foundation for later skill acquisition† (p. 263). Due to the brains extreme susceptibility during the preschool years, not only do preschoolers develop cognitive skills they need, but also socio-emotional skills. Mai, Tardif, Doan, Liu, Gehring, and Luo (2011) conducted a study of positive and negative feedback in preschoolers, which showed that preschoolers are â€Å"more responsive to positive feedback than to negative feedback† (p. 5). They concluded that the importance of the amount of positive feedback was significant enough that it may stimulate preschoolers desire to learn (Mai, et al, 2011). Researchers have found that during this early period of childhood development, children are able to boost gross motor skills and acquire language (Winter & Kelley, 2008, p. 262). Due to the unique nature of the brain during preschool years, experiences or lack of can impede child development (Winter & Kelley, 2008, p. 263). In a study conducted by Burger (2012), a toddler’s working memory can positively impact a child’s behavior and has a positive influence over a child’s math and reading ability (p. 210). A young child’s brain, if stimulated inappropriately, can have an adverse impact on cognitive and social development. A child’s cognitive development is connected to their social development. Willis and Schiller (2011) propose that â€Å"positive early experiences promote optimum brain development, which impacts all areas of development (para. 1). Impact of Government Preschool Programs In 1965, the Head Start program was created in an effort to provide â€Å"an array of social, health, and educational services for young children and their families† (Winter & Kelley, 2008, p. 261). This program is federally funded and targets underprivileged children. Underprivileged children are more susceptible to fall behind or to not complete their education due to lack of early education intervention. There is documentation that shows that minorities and poor children struggle with â€Å"language, literacy, social, and other skills needed† (Child Trends & Center for Child Health Research, 2004; Early et al, 2007), than children who are not underprivileged (Winter & Kelley, 2008, p. 260). Burger (2009) reports that a majority of children from low socio-economic backgrounds are more likely to: experience grade repetition, to require additional educational assistance throughout their school career, or ultimately become high school dropouts (p. 142). Ludwig and Phillips (2007) reported the findings of an evaluation completed by Garces, Thomas, and Currie (2002) that compared siblings, either attending or not attending the Head Start Program (p. 4). They wrote that the sibling that attended Head Start were 22% more likely to graduate and 19% more likely to seek higher education (p. 4). The National Impact Study (NIS) is one of the most in depth study on the Head Start program, and involves a random compilation of children enrolled in Head Start throughout the country between the ages of three and four years old (Pianta, Barnett, Burchinal, & Thornburg, 2009, p.  59). This study showed that there was minor cognitive and social growth over a nine month period. Barnett (2008) reported an increase of 0. 20 standard deviations on cognitive development and a decrease of 0. 05 standard deviations in negative social behavior, such as hyperactivity for three year olds (p. 6). However, upon completing a follow up on the study, the cognitive benefits gained by the children were no longer observed at the end of their kindergarten school year (Pianta, Barnett, Burchinal, & Thornburg, 2009, p.  59). Parents reported positive changes in their child’s dental and physical health and the research indicates an increase of 0. 12 standard deviations (Barnett, 2008, p. 6). There was a case of four year olds that experienced greater cognitive development. This was illustrated by the Peabody Picture Vocabulary Test, which had an increase of 0. 20-0. 27 standard deviations (Barnett, 2008, p. 7). The Tulsa Head Start program was designed with a vision to help children develop skills for school readiness. This preschool program is funded by the state and is a part of the Tulsa Public School system; therefore, teachers must possess a Bachelor of Art degree and have a certification in early childhood education (Gormley, Phillips, & Gayer, 2008). The Tulsa Head Start program study compared the Tulsa Public School (TSP) pre-kindergarten against the Tulsa Head Start program. The study showed that the TSP pre-kindergarteners showed vast improvement in letter-word identification, spelling, and applied problems, whereas the Tulsa Head Start preschoolers’ results were deemed notable (Gormley, Phillips, & Gayer, 2008). While Head Start programs are supposed to adhere to a â€Å"national standard† (Pianta, et al, 2009), many do not have the same requirements (p. 55). Pianta and his colleagues (2009) explain that most teachers working for Head Start programs make less than $26,000 per year, with the exception of Tulsa Head Start whose teachers earn a regular teacher salary (p. 55). This may explain why the results of the Tulsa Head Start studies are not typical compared to other Head Start studies (Barnett, 2008, p. 7). Teacher qualifications of the Head Start employees may have an impact on the low levels of development observed of children in the program. Before 2011 Head Start teachers (excluding the Tulsa Head Start teachers) were not required to obtain an associate degree and directors did not have to possess a bachelor degree (Pianta, et al, 2009). However, Pianta and his colleagues (2009) report that by the year 2013, at least half of all Head Start teachers will be required to obtain a bachelor’s degree (p. 55). Because the Head Start studies were conducted in varying locations and on a variety of children, it is difficult to pinpoint the exact impact of cognitive and social development for each child. The rate of attendance also varies on location. Some Head Start programs have fewer than five days of scheduled class per week, while others attend the program five days a week during an entire school year (Pianta, et al, 2009, p. 54). Major successes of the Head Start programs appear to be achieving higher educational levels and improved health for children. The Head Start program reduced the mortality rate of children between the ages of five and nine years old (Barnett, 2008, p. 8) and provided a cognitive advantage in school achievement (Reynolds & Ou, 2011, p. 556). There were no extraordinary impacts on children’s social development throughout the Head Start studies. The program, however, has received conflicting reviews. Williams (2010) explains that because there is no orderly way to measure the effects of this program, there have been reports of positive â€Å"short-term gains in cognitive functioning† (p. 4) and the program has received criticism for only producing short term benefits (Williams, 2010, p. 4). Impact of Public Preschool Another option for children is a public preschool program. There are public preschools that function similar to the Head Start program, in which they target children from low income families. The teaching credentials of preschool teachers differ from other educators in the public school system and vary throughout different states. The requirements for public preschool teachers range from possessing a Child Development Associate (CDA) to a bachelor’s degree (Pianta, et al, 2009, p. 55). Public preschool programs tend to be successful in the area of cognitive and social development due to the increase of attention from the teacher (Barnett, 2008, p.8). The topic of teacher quality in preschools is of a major concern and can have a direct impact on childhood development. Winter and Kelley (2008) explain that the development of a child’s social behavior correlates with the quality of the teacher (p. 263). The most significant research on public preschools stems from the High/Scope Perry Preschool study. In this study that lasted for two years, approximately 130 children, minority and underprivileged, were either enrolled in a half-day preschool or assigned to a control group (Barnett, 2008, p. 9). These participants were chosen by the following criteria: â€Å"low levels of parent education, socioeconomic status, and low intellectual performance† (Williams, 2010, p. 4). The results were astounding. Barnett (2008) reported that language and basic cognitive skills increased by approximately 0. 90 standard deviations (p. 9). The cognitive advantage was short-lived as children from the control group were caught up during kindergarten (Barnett, 2008, p. 9); however, Reynolds and Ou (2011) determined that there was an advantage on educational attainment (p. 556). The Perry study also showed evidence of social development in later years. The students demonstrated appropriate classroom etiquette, had lower levels of delinquency, and a higher rate of commencement (Barnett, 2008, p. 9). Burger (2009) explained that the Perry study is unique in nature due to the environment of the classroom (para. 5. 2). He added that preschools similar to the Perry preschool have â€Å"low child-to-staff ratios† (Burger, 2009, para. 5. 2), so teachers are able to be readily available to their students. Another influential study on preschool impact is the Child Parent Center (CPC) study on a preschool in Chicago. This program was directed more for children from the ages of three to nine years old (Williams, 2010, p. 5). This preschool is tailored to low-income families that includes â€Å"a half-day preschool, kindergarten, and a follow-on elementary school component† (Barnett, 2008, p. 11). The results of all CPC studies were positive for impact on children’s cognitive development (Barnett, 2008, p. 12). The CPC study showed that participating preschoolers had higher test scores up until eighth grade, a reduction of delinquency, and observed an increase in the percentage of high school graduates (Pianta, Barnett, Burchinal, & Thornburg, 2009,p. 62). Reynolds and Ou (2011) also evaluated the CPC study and found that former students tend to have less risk of experiencing depression and generally have higher occupational stature (p. 558). The National Institute for Early Education Research (NIEER) reports that the Abbott Preschool Program has had a tremendous effect on child development as measured in 2005 and 2006 with the Abbot Preschool Program Longitudinal Study (APPLES) (Study of Abbott, 2007). The Abbott Preschool was opened in 1999 and was put in place to serve the â€Å"highest-poverty school districts† (Study of Abbott, 2007) in the state of New Jersey (Study of Abbott, 2007). This preschool program showed positive cognitive growth in their students through their kindergarten year. The students enrolled showed significant achievements in English, reading, and mathematics (Study of Abbott, 2007). This program not only measured student progress, but also took into account the quality of the classroom. The study found a significant increase in â€Å"child learning, language and reasoning, activities and interactions, and program structure† (Study of Abbott, 2007). Other studies of public preschools provided results depicting social development and school preparedness (Barnett, 2008, p.10). Pickens (2009) explains that public preschool programs â€Å"show a positive impact on children’s behavior outcomes, especially for children living in poverty† (Barnett, 1995; Peterson & Zill, 1986). In the preschool setting, children are exposed to other children from different backgrounds, different personalities and different ethnicities. During this time in childhood development, children begin to learn social behavior. Pickens (2009) explains that these social behaviors are influenced by their teachers and classmates (p. 263). Participation in the preschool setting allows children to learn how to interact with classmates and encounter situations that can mold their cognitive development (Willis & Schiller, 2011). Attending a preschool class helps to enable a child to learn to regulate their emotions, communicate effectively with others, cooperate with others, and to follow directions (Pickens, 2009, p. 263). Children model what they see. Pickens (2009) urges educators and parents to assist children in developing healthy behaviors in an effort to avoid a negative path of behavioral and academic issues (p. 264). Impact of Child Care Facilities Child care facilities can consist of home-based child care or child development centers (with some centers offering half-day preschool programs). These facilities are normally center-based and care for infants from six weeks old to three year olds (Pickens, 2009, p. 262). Child care facilities were â€Å"found to have the smallest initial effects on children’s learning and development† (Barnett, 2008), while home-based daycare had no effect on building cognitive skills (p. 5). This is not to say that all home-based daycares are not able to provide some cognitive benefit to children. If a home-based child care program is well-developed and provides a â€Å"high-quality† (Winter & Kelley, 2008), then children are more likely to benefit cognitively (p. 263). This high-quality can also make a difference in child care centers. The National Institute of Child Health (NICHD) and Human Development Study of Early Child Care and Youth Development (SECCYD) showed that â€Å"higher quality care†(Belsky, Burchinal, McCartney, Vandell, Clarke-Stewart, & Tresch Owen, 2007) had a positive impact on children’s vocabulary skills (p. 681). The NICHD SECCYD conducted future evaluations and found that some effects wore off at four and a half years old, while when evaluated in third grade the children had â€Å"higher scores on standardized tests of math, memory, and vocabulary skills† (Belsky, et al, 2007). The cognitive long-term benefits of attending child care may result in an increase in household income caused by working mothers; however, working mothers tend to spend less time with their children (Barnett, 2008). Just like preschool, child care can benefit underprivileged children. Belsky et al (2007) stated that â€Å"child care can serve as an effective intervention for low-income children† (Hart & Risley, 1995) that live in a household lacking in literary skills (p. 697). Barnett (2008) mentioned that some studies show an actual regression of social development as children were more prone to be aggressive (p. 6). Winter and Kelley (2008) also report that the amount of time a child spends in child care has an impact of negative behaviors when they reach elementary school (p. 263). Others believe that a child’s negative behavior is may correlate with the amount of time spent in day care. Pianta and his colleagues (2009) found that children who spent the least amount of hours in day care had less troublesome behavior (p. 58). Just as the quality of the Head Start and preschool teacher had an impact on the child, so does the caregiver at a child care center. The lack of academic qualifications of child care workers or lack of academically challenging curriculum can attribute to the small cognitive development observed in children who attend child care versus a more academically centered program. Meyers (2007) reports that the approximately two and a half million child care teachers are some of the lowest paid, only earning approximately $18,000 annually (para. 1). This is significantly lower than other early education teachers. The cognitive and social impacts on children are strongly related to child-to-teacher ratio, total number of children in a room, and the teacher’s qualifications (Clothier & Poppe, 2007). However, it has been noted that the amount of attention the caregiver offers to the child can have an impact on their social and cognitive development (Pianta, Barnett, Burchinal, & Thornburg, 2009, p. 58). Conclusion There are noticeable short-term and long-term impacts on a child’s development, cognitively and socially, with the aid of early childhood education programs. Because the brain is vulnerable at this age it is in these years that children experience â€Å"dramatic improvements† (Mai, et al, 2011) in their cognitive and social abilities. The government funded program, Head Start, has indicated that while children do show immediate, moderate growth in cognitive development, social benefits were not as prominent. This program has proven to be beneficial to children from low- income families, as it has resulted in improved literacy, language skills and an increased rate of commencement. Preschool studies have also shown an increase in reading and mathematics ability and in some cases extending into elementary school years. The social benefits of a preschool education have had an even longer impact on a child’s future behavioral issues. There is a vast amount of research that shows that â€Å"the early years of a child’s  development can influence future success† (Winter & Kelley, 2008), so federal and state â€Å"policy makers should not depart from preschool education models that have proven highly effective† (Barnett, 2008). It is important that in order for preschool programs, government-funded and public, to continue to be effective in child development, the need for well-designed programs is a must (Barnett, 2008). These well-designed programs must demand a high caliber of teachers that have formal post-secondary education in the area of early childhood development. Preschools should be prepared meet the needs of the variety of students from different backgrounds and be able to give children in need more of a priority (Barnett, 2008).
